At the one WWDC I attended ages ago (before my podcast was even born), I chatted with a couple of the Apple engineers working on the JVM port. It was very clear from their remarks that Apple has always viewed it as just not worth the effort, hence the missing server version of hotspot and other omissions. I think it is the last step in a long chain of neglect driven by apathy when no one really dove into Cocoa apps fueled by Java. To be fair, Java hasn’t really done well on *any* desktop, let alone OS X.
