Victoria Espinel is seeking advice on how those responsible for enforcing IP should go about their jobs. Sherwin, and the rest of the crew at PK, suggest this would be a good time to warn of the dangers of overly broad or extreme action, like three strikes. He also points out it is worth mentioning that deliberation and policy decisions in the field of IP should remain in the open, not conducted in secrecy as with ACTA.
