The idea of a compulsory license is nothing new. Media levies have been enacted at the behest of existing content companies as a compromise for the disruptive influence of new media technologies. According to Wired, France is contemplating the mother of all media levies.
The trigger would be revenue generating ads and sponsored links, specifically when a French citizen clicks on one the provider would be on the hook to meet the levy. I am not entirely sure how this would be logistically possible. I expect that the political and rhetorical firefight this will unleash may guarantee it is well nigh un-passable. Not that that has stopped the French before when it comes to trying to contain the Internet Threat to big content.
