This time it was the FBI and it was done by a legitimate consultant. Unlike the series of laptop thefts in other agencies, there was definitely intent here. What seems to be at issue was whether the consultants actions were known about and actually authorized by his supervisors on the project. This is a little unusual in that he apparently had help as well as inside access, so it is hard to completely criticize the Bureau’s reaction. It still does speak volumes about their poor project management of the project in question and begs some uncomfortable questions about their internal security practices.
