Cory at Boing Boing notes that Victoria Espinel, in her appointed role as copyright enforcement czar, is seeking comment on how to measure and reduce infringement. Comments are due by March 24th. Cory points out the biggest problem, that of how the questions are framed.
I wonder if there is a way to game these comments. There is a thriving alternate viewpoint where piracy serves more as market research than a discouragement from creating new works. Or can we just take some of the judgment out of the measurement question and look at how much value copyright generates in all its forms as much as measuring any drag from infringement?
Maybe we just need an access to knowledge czar to balance Espinel’s job and consider the flip side of the equation.
