I cannot tell how close this is to Rivest’s ThreeBallot. The site for it has a pretty extensive FAQ, though, as well as several papers at the learn more link. I stopped short of reading the papers, the FAQ’s did not mention how write in votes are handled. Write ins were the achilles heel of ThreeBallot.
Chaum’s system has already been put into use. Granted it was for student elections but hopefully use could provide some critical insights that theory alone cannot.
Lastly, my impression is that this is in no way an electronic system. In fact, some of the FAQ material contrasts it to e-voting. Granted, I don’t think an electronic display and/or tabulator are requirements in and of themselves. Improved accessibility and accountability seem to me to be the drivers that have made some consider electronic systems. Punchscan seems to do well with both, at least by their own analysis.
